Foreign Language Flagship Program
The Defense Language and National Security Office (DLNSEO) has identified programs at 22 universities spread across the country identified as Language Flagships. The program is designed to be a five year degree program with an intensive language instruction to ensure students obtain an American Council on the Teaching of Foreign Language (ACTFL) Superior level (ILR level 3) foreign language and cultural competency. The program is designed to allow students to study a Flagship language for three years in a classroom environment. At the end of the third year the student is administered a written and oral exam. The goal is to have a minimum ILR 1+ competency level by the end of the third year. If the student achieves the 1+ they will be put on track to finish their fourth year of undergraduate study. During this fourth year, the student will also apply for the Flagship overseas capstone year and undergo further testing for admission, which requires an ILR 2 level in at least 2 modalities (one of which must be in speaking). Following completion of their stateside undergraduate studies they are immersed at overseas Flagship centers for one academic year. Students who achieve ILR 3 level proficiency after the overseas capstone program qualify to receive Flagship Certification. The Flagship languages of study are Chinese-Mandarin, Arabic (Modern Standard and Egyptian Colloquial), Hindi Urdu, Korean, Persian, Portuguese-Brazilian, Russian, Swahili and Turkish.
The AFROTC scholarship will be for a maximum of 4 years. The universities foreign language departments will ensure the Air Force ROTC classes are included with their curriculum. The immersion that follows the senior year will be paid for by DoD. The language curriculum at the Flagship University has been certified by the DoD, and room has been allotted to ensure cadet participation in their AFROTC.
